Abstract
Glasgow is the U.K.'s leading exponent of urban renewal. This paper traces the development of the city's massive urban renewal programme, focusing in particular on the linchpin role played by Glasgow's community‐based housing associations. By drawing upon a unique data set, covering all publicly funded renovation awards issued between 1974 and 1984, an attempt is made at measuring the effectiveness of targeting this programme's expenditure. The paper concludes by highlighting the various factors crucial to Glasgow's successful renovation strategy.
