Abstract
This study was undertaken in support of the continuity of care element of Scottish Government Best Start programme. The report describes a series of simulation experiments that were undertaken to develop insights into the organisational factors that affect continuity of midwifery care with the aim to support NHS boards in identifying the best midwifery care model for their local situation. Four different midwifery care models were simulated through a series of analyses to explore key issues in designing a maternity service that can deliver greater continuity of carer. The study indicates that good levels of midwifery continuity of care are achievable but that substantial improvements can only be gained by adopting new working practices. A number of recommendations are made identifying actions that can enhance continuity of care directly, and also suggesting better measures that can support future improvement programmes.
