Abstract
In February 2015, Parties to the UNFCCC convened in Geneva for an additional session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP), the subsidiary body tasked to develop "a protocol, another legal instrument or a legal outcome" applicable to "all Parties" to be adopted at the Paris Climate Change Conference in December 2015. The Geneva Climate Change Conference was the first of a series of additional ADP sessions that have been scheduled for negotiation of the text of the 2015 agreement. Delegates in Geneva compiled a negotiating text (Geneva text) at record speed. Whilst much hard work remains to be done to turn the Geneva text into the 2015 agreement, the speedy and orderly formal adoption of the negotiating text augurs well for the complex year lying ahead for the ADP. This review analyses the process for the adoption of the Geneva text, and the key substantive issues reflected in the text.
