Abstract
Stent (1973) has proposed an extension to Hebb's postulate (1949) for synaptic modification, such that synaptic efficacy is reduced when there is postsynaptic activity without presynaptic activity. Singer (1985) has found evidence for such a mechanism in the development of cat visual cortex. The authors show that under certain conditions this rule is equivalent to that proposed by Grossberg (1969) and used by Kohonen (1984) to form topology-preserving maps.
